Uganda has made considerable headway towards realising the goal of Universal Primary Education (UPE). The number of primary schools pupils has tripled since the UPE policy was initiated in 1997. In 1995 there were 2.63 million pupils in primary schools as compared to 7.41 million in 2007. However this expansion has put the education system under severe strain and serious concerns have emerged concerning the quality of teaching and learning taking place.
Recent national competence tests revealed that after six years of primary education only 33.5% of pupils passed competency tests in literacy and only 30.5% passed numeracy (reported New Vision Jan 08). While enrolment rates are quite high at 84%, the national average completion rate for both boys and girls is only 43%.
